How to Get A Library Card

Patrons must come into the library and fill out a Borrower's Application. Library cards are issued free of charge. Birth date and driver's license or State I.D. are required on application forms. The person whose signature is on the card application is responsible for all materials borrowed from the library under that library card number according to the policies of the lending library. Applicants under 18 years of age must have parent or guardian sign the application form.  Library cards will be honored at any of the 30 Merlin Libraries in Ashland, Bayfield, Burnett, Douglas, Iron, Sawyer, Vilas and Washburn Counties. How to Request Materials

Merlin is the shared catalog of NWLS member libraries. With a library card, patrons can directly request, renew, and check the status of items either checked out or on hold.

Merlin is the shared catalog of NWLS member libraries. You can limit your search to browse for items owned at the Phelps Public Library. With a library card, you can directly request, renew, and check the status of items you have checked out or reserved.  Detailed instructions are available in the Help Center section of the online catalog.

Interlibrary Loan

The Merlin Catalog

Phelps Public Library patrons have access to over 725,000 items in our Merlin automated system using interlibrary loan.  If an item you're looking for is not on our shelf or we don't own it, we can request the item from another library in the Merlin Consortium.

The WISCAT Catalog

If it can not be found in any Merlin library, we can requst the item through WISCAT; which is Wisconsin Resource Sharing. Patrons may view the catalog in WISCAT to find the desired item. However, it must be requested through your local library. If it is not found in WISCAT, your local librarian will request through our system headquarters, and the search will go nationwide. The item will be shipped to our library.  You just have to come in and check it out!

How to Use the Internet

The Phelps Public Library has 4 public use computers, each equipped with high speed internet access and networked to a printer.  To use a computer, please check in at the Circulation Desk.  

Each station will have 30 minutes uninterrupted time, and may be extended up to 2 hours.  When all 4 computer stations are in use, we ask that those who have been at a station longer than 30 minutes give up their spot if a new patron arrives wishing to use a computer.

We also offer WiFi. Feel free to bring in your laptops, and make yourself comfortable in any one of our reading nooks. We have electrical outlets available as well as lap trays to hold your computers. We keep our WiFi router on 24/7. For your convenience, when the library is closed you can log on to the WiFi in the front parking lot, or on a bench in the community garden.

How to connect your mobile device to a library printer.

Apple iOS and OS X devices

Our wireless print server supports all iOS AirPrint enabled devices.

  • iPad (all versions)
  • iPhone (3GS or later)
  • iPod Touch (3rd generation or later)
  • Mac OS X® (Lion or later)

Apple AirPrint technology is included in all newer generation Apple devices with iOS 4.2 and later.

NOTE: iOS devices with AirPrint do not require download or installation of additional apps or software.

Windows Devices

Windows laptops, tablets, and phones (Windows XP, Windows 7, Windows 8, and Windows 10 require installation of the Bonjour Print Wizard. Download Bonjour Print Wizard at and install the wizard onto your device. Run the wizard and choose the detected available printer(s) to install on your device.

Chrome and Android devices

Chrome and Android devices require installation of a Google app with Google Cloud Print web printing service functionality.

Google Cloud Print is included in all Chrome OS and Android devices with iOS 2.3.3 and later. For other devices the App can be downloaded from

In all cases, once the proper software is installed on the device, it is just a matter of bringing up the document or webpage you want and selecting "Print" from the devices menu.


Black & White Copies:
$ .10 each for the 1st 10 copies and $ .25 each for additional copies (not to exceed 30 copies/day/customer).

Color Copies:
$.25 each for the 1st 4 copies and $.50 each for additional copies (not to exceed 20 copies/day/customer)

$1/page incoming or outgoing (20 page limit).
